International experience as a guarantee of police training
23-05-2016From April 26 to May 1, on the invitation of the Friedrich Ebert Foundation in Ukraine, the delegation of the National Academy of Internal Affairs presented by leading research fellow of the Research Activity Organization Unit V. Sevruk and research fellows from the Research Activity Organization Unit A. Tytko and I. Tkachuk had a business trip to Berlin, Germany.
International conference “Police and International Human Rights Law” was organized and held at the Brandenburg University of Applied Police Sciences.
The event was attended by over 100 participants from 30 countries. The event was opened by the prominent researcher Mr Ralph Crawshaw (Former Chief Superintendent of the Essex Police; Fellow, University of Essex, United Kingdom). In his report he stressed the importance of four key police activity aspects:
1) respect for human rights;
2) protection of human rights;
3) the investigation of human rights violations;
4) police have equal rights with others.
During the conference Ukrainian participants also had an opportunity to listen to presentations made by Prof Robert Esser Head of the Research Center “Human Rights in Criminal Proceedings HRCP”, University of Passau, Germany; Mrs Anja Bienert member of Amnesty International, Dutch Section, Amsterdam, The Netherlands; Mr Graham Smith Director of Social Responsibility, Senior Lecturer in Regulation, School of Law, University of Manchester, UK and others.
During the visit separate meetings were planned with state and public persons. In particular, with the deputy of the Committee on Internal Affairs of the Bundestag, Vice-Chairman of the German-Ukrainian Parliamentary Group Norbert Spinrath, who set a discussion about the process of police reforming and the entire criminal justice sector in Ukraine.
The delegation met with the Head of the Department of Internal Revision Melanie Ernst who spoke about the procedure of police complaints’ application and their consideration in law enforcement and other agencies followed by the adoption of relevant decisions. Also they had a chance to visit the Police Station 31 where they could learn more in detail about the organization of the police activity in Germany.
Following the visit, representatives of the Academy studied professional terminology, system, structure and tasks of the police sector, the activities of its individual units, system of police personnel training at various levels. Of course they improved general knowledge about Germany, its people, economy, industry, cultural and historical heritage.
Gained knowledge and skills will be used in the scientific research and teaching process at the National Academy of Internal Affairs for the formation of a new generation of Ukrainian law enforcement.
